NRCB announces new Chief Executive Officer

The chair and Board members of the Natural Resources Conservation Board (NRCB) are pleased to announce the appointment of Sean Royer as the NRCB’s new chief executive officer (CEO). Sean has been seconded from the Government of Alberta for a two-year period.

Sean brings many years of experience to the NRCB from a long and accomplished career with the Alberta government. His roles within what is now known as Alberta Agriculture, Forestry and Rural Economic Development (AFRED) have included branch head of economics and later executive director of the Economics and Competitiveness Division, executive director of the Environmental Stewardship Division, as well as time as acting assistant deputy minister for the Primary Agriculture Division. He also spent time as the executive director of industry investments with the former Alberta Livestock and Meat Agency (ALMA). His most recent role with the Government of Alberta was as executive director of Oil Sands Monitoring within Alberta Environment and Parks.

Sean is no stranger to the NRCB and knows the confined feeding industry well. During his time with AFRED he co-chaired the multi-stakeholder Policy Advisory Group for a number of years, including through the last accountability session with government ministers. His knowledge of the meat industry was further strengthened by his time at ALMA and his time participating in national roundtables for the industry.

Sean’s knowledge, experience, and leadership skills will allow him to guide the NRCB forward through the challenges ahead, and to continue its role as respected regulator and decision maker. Sean takes over from Walter Ceroici who has been serving as the NRCB’s acting CEO since July 1, 2021, and from John Brown who was CEO from October 1, 2019 to March 31, 2021.

The CEO of the NRCB is responsible for corporate services, the delivery of regulatory functions of the Agricultural Operation Practices Act, and development of policy to support these functions.

Sean Royer will join the NRCB as CEO on February 7, 2022.
